The Office of International and Cross-Strait Affairs (hereinafter referred to as the International Office) at our university is responsible for handling matters related to overseas short-term study programs (international sister school exchanges). These programs are divided into two categories: government-sponsored exchanges and self-funded exchanges. For more information and relevant questions, please refer to the Q&A page for students participating in international school exchanges/programs. If students from our department do not qualify for government-sponsored subsidies, they can also apply for subsidies from the College of Management for overseas travel. The International Office recommends that students start their preparations "one academic year in advance," including attending the study abroad orientation sessions held by the International Office each semester, identifying suitable/sought-after sister schools and gathering relevant information, meeting the requirements set by the desired sister school (such as language proficiency tests and academic performance), and participating in other international-related activities to accrue exchange points.
Students must submit their exchange applications to the International Office before the internal deadline set by the sister school they wish to apply to. The International Office will then conduct interviews, selection processes, and nominations according to the arrangements made by each school. Students who have applied for the Academic Merit Scholarship for Overseas Studies are required to submit additional application documents according to the specific requirements of each sister school.

International Exchange
Ⅰ. The application process for short-term overseas study is managed by the 🔗Office of International Affairs and is divided into two categories: government-funded exchange and self-funded exchange. Ⅱ. If students do not receive government funding, they can apply for the 🔗College of Management Overseas Grant.
Ⅲ. The Office of International Affairs recommends preparing "one academic year in advance," including: attending the overseas study sharing sessions held by the office each semester, identifying suitable 🔗partner universities and researching relevant information, meeting the requirements of the partner universities they wish to apply to (such as language proficiency and academic performance), and participating in the "International Lounge" activities organized by the Office of International Affairs to earn additional exchange points.
Ⅳ. Students must submit the exchange application documents to the Office of International Affairs before the 🔗application deadline of the partner universities. The office will arrange interviews, selections, and nominations based on the specific partner universities. Students who have already applied for the "Flying to the Sea" Scholarship must still submit the application documents again according to the requirements of each partner university.
(I) Government-Funded Overseas Exchange

Application Period
(1) The first phase of the application period for the government-funded overseas exchange program (Flying to the Sea) is during winter vacation until the beginning of the following semester. Both local and international students are eligible to apply. The deadline for the first phase of applications for the 2024 academic year is February 28, 2024 (Wednesday).
(2) If there are remaining funds for the academic year, a second phase application period will be initiated, but it is limited to local students only. For example, the second phase application period for the 2022 academic year (expected exchange semester) is "from now until October 19, 2022 (Wednesday)."
(3) All application documents must first undergo an open evaluation and ranking by the College of Management, so it is recommended that applicants submit their documents to the Office of the Department of International Business two weeks in advance. All students interested in studying abroad are encouraged to apply for the Flying to the Sea grant; those who are not approved may still apply for a self-funded exchange grant of NT$30,000 from the College of Management.

Eligibility for Government-Funded Grants
(1) Students from this university (both local and international) must have completed at least one semester of study and still hold student status when returning to Taiwan for expense reimbursement. During the period of overseas study, students must remain enrolled and pay tuition at the university (including dual-degree programs). The second phase is limited to local students only.
(2) Students must not have received any overseas scholarships provided by the national government, the university, or any external organization.
(3) Applicants must not have received any subsidies under the Ministry of Education's New Southbound, Flying to the Sea, Building Dreams, or Cherishing Pearls programs during their university studies.
(4) Students applying for the Cherishing Pearls grant must attach proof of low-income or middle-low-income household status recognized by the relevant municipal or county (city) authorities.

Foreign Language Proficiency Requirements: Must meet at least one of the following
(1) Meet the 🔗language proficiency requirements of the foreign school being applied to.
(2) If the foreign institution does not specify a language proficiency requirement, the student's language proficiency can be initially reviewed by their department.
(3) Provide other supporting documents that can help determine the student's language proficiency.

Schools for Application
(1) Limited to the partner schools at the university, college, or department level or those listed in the Ministry of Education's reference list of foreign universities and colleges (excluding Mainland China, Hong Kong, and Macau). (2) Each phase of the Flying to the Sea program requires funded students to complete all necessary procedures for studying abroad by a specific deadline and to depart for their overseas studies. Before applying, students can refer to the 🔗Application Deadlines for Partner Schools to determine the internal application deadlines for studying at a partner school during the spring (2nd semester) or fall (1st semester). The application results are typically announced about four months later. For example, the results for the first phase are announced by the end of June of that academic year, and the second phase results are announced by the end of January of the following year.

- Application Units and Procedure:
①Applicants must submit their documents for initial review by their respective departments (students from the Department of International Business should submit their documents to the department office two weeks in advance).
②After the initial review by the departments, documents should be submitted to the respective faculty for recommendation and ranking.
③After ranking by each faculty, all documents should be submitted to the Office of International and Cross-Strait Affairs.
④The Office of International Affairs will conduct interviews and, together with the ranking provided by each faculty, submit the documents to the International Affairs Committee for a second review, before forwarding to the university president for approval and the final list announcement.
⑤The selection results will be announced by June 30 each year, and all applicants will be notified by official correspondence.
- Student Obligations:
①After the approval of the subsidy, recipients must sign the "Exchange Student Consent Form," "Exchange Student Parental Guarantee Consent Form," and "Administrative Agreement" before they can receive the subsidy and proceed with the overseas study.
②Students should refer to the deadline for application to sister schools and submit the required documents for the sister schools before the deadline. The Office of International Affairs will arrange interviews, selections, and nominations as required (selection will be conducted together with self-funded students). Each sister school retains the right to review applications for the exchange program. If an application is delayed due to the student's personal reasons, or if the sister school refuses the exchange application, denies the issuance of an admission permit, or for any other reason that causes an inability or delay in proceeding with the exchange, the university cannot be held responsible.
③Within one week of returning to Taiwan, students must complete the return notification form, complete the clearance procedures, log in to the Ministry of Education's website to fill out the Satisfaction Survey, and upload a report on their experience. They may also submit a short video sharing their experience approved by the overseas institution to the Ministry of Education's Study Abroad Information Website (each report should include at least four photos, and the video should be approximately three minutes long). Students who fail to submit these materials will not be allowed to complete the final procedures.
④Recipients of the subsidy are required to participate in the returnee seminar organized by the university, complete questionnaires, participate in interviews or support services for other international exchange activities, and provide guidance or information to other students regarding study abroad opportunities.
(2) Self-Funded Overseas Exchange

Application Period
(1) Depends on the partner university you wish to apply to and the semester you plan to attend (fall or spring semester). Since academic systems differ by country, the start times of semesters also vary.
(2) The deadlines for each partner university's internal application are set according to the International Affairs Office's announcements. Application deadlines are usually half a semester in advance. For example, if you want to apply for the spring semester (around February to June), you should apply about six months in advance (e.g., August to October of the previous year); if you want to apply for the fall semester (around August to November), you should apply about six months in advance (e.g., January to March).
(3) You can only apply to one university per round. If you are not selected, you will need to apply again according to the schedule of other universities. Students from the Department of International Business who applied for the "Global Study Abroad Program" but did not receive funding can apply for College of Management Overseas Subsidy of NT$30,000.

Internal Selection: Initial Interview
Applicants from the same university will be evaluated together and participate in an interview conducted by the International Affairs Office. After passing the internal selection, the International Affairs Office will notify successful applicants via email and recommend them to the partner universities.

After Passing Selection
Applicants must complete the application form of the partner university and submit it along with required documents to the International Affairs Office by the deadline. After the International Affairs Office's recommendation, applicants will be responsible for contacting the exchange university’s international affairs personnel for application, document submission, visa application, and other matters.
Military Service Issue:
Please complete the "Application Form for Students with Military Service Status for Overseas Study or Recommendation" (available on the Student Affairs Office's Counseling Section webpage) and submit it to the Student Affairs Office's Counseling Section 30 days before departure. Students applying for this subsidy must meet one of the following conditions:
(1) Attending an international academic conference and presenting a paper or giving an oral presentation in a foreign language. (One subsidy per paper.)
(2) International exchange students.
(3) Overseas internship undertaken under the name of the college or department.
(4) Participation in other professional international activities related to the student's department.

(1) General documents:
National Chi Nan University College of Management Subsidy Application Form, personal statement, resume, original transcript, and proof of rejection from other internal funding sources (except for undergraduates attending international academic conferences).
(2) For attending international academic conferences:
Attach acceptance letter for the paper, and for graduate students, attach the Ministry of Science and Technology’s application records.
(3) For exchange students: Attach course content and university approval notification.
(4) For overseas internships: Attach job description or company profile.
(5) Other relevant supporting documents.

Applications must be submitted within three months before or after departure. The application form and supporting documents should be sent to the college office. Results will be announced after review by the college’s administrative meeting.

Subsidy Amount: Each student is eligible for a subsidy of NT$30,000, primarily for airfare, registration fees, and living expenses (living expenses based on the Ministry of Education’s "List of Subsidized Items and Amounts for Publicly Funded International Students"). The total subsidy for the academic year is subject to availability.

Students receiving the subsidy must:
(1) Submit a report on their trip within three months of returning, and provide the necessary documents for reimbursement.
(2) Present their findings and experiences related to the activity as required by the college.

If a subsidized student fails to complete the subsidized activity without a valid reason or adversely affects the college’s reputation, the subsidy may be revoked.
